NNS17AA26T / NNS14AA17B - NASA IS INTERESTED IN DEVELOPING A FACILITY TO TEST NUCLEAR THERMAL PROPULSION (NTP) ROCKET ENGINES. CURRENT NTP ENGINE DESIGNS ARE NOT EXPECTED TO RELEASE RADIOACTIVE FISSION PRODUCTS BUT, TO PROTECT THE SAFETY OF THE PUBLIC AND NASA PERSONNEL AND COMPLY WITH ENVIRONMENTAL REGULATIONS, A RADIONUCLIDE CAPTURE SYSTEM SHOULD BE IMPLEMENTED. THE THERMAL PROPULSION CAPTURE SYSTEM (TPCS) IS CURRENTLY BEING DEFINED FOR NTP ENGINE TESTING AT SSC (STENNIS SPACE CENTER). THE TPCS IS DESIGNED TO TOTALLY CONTAIN ALL OF THE NTP HYDROGEN EXHAUST BY REACTING IT WITH OXYGEN TO CREATE STEAM WHICH IS CONDENSED TO LIQUID WITH A WATER COOLED HEAT EXCHANGER AND STORED IN A TANK. A SECONDARY LIQUID NITROGEN COOLED HEAT EXCHANGER CONDENSES RESIDUAL OXYGEN FOR STORAGE IN A TANK AT CRYOGENIC TEMPERATURES. DURING TESTING OF THE NTP ENGINE, HYDROGEN WILL BE EXHAUSTED AT THE FULL FLOW RATE FOR AROUND AN HOUR AND DURING THIS TIME THE TPCS WILL PREVENT ANY POTENTIAL RADIONUCLIDE RELEASE. AFTER THE TEST FIRE, THE REACTOR WILL CONTINUE TO GENERATE HEAT SO THE ENGINE IS OPERATED IN A COOL-DOWN MODE WHERE HYDROGEN IS INJECTED AT A SLOWLY DIMINISHING FRACTION OF THE FULL FLOW RATE OVER SEVERAL WEEKS. DURING THE COOL-DOWN PHASE, IT WILL BE UNECONOMICAL TO CONTINUE TO OPERATE THE TPCS BECAUSE IT IS SIZED FOR OPERATION AT MUCH HIGHER FLOW RATES. INSTEAD A REGENERATIVE RADIONUCLIDE ADSORPTION AND DISPOSAL SYSTEM (RRAADS) COULD BE IMPLEMENTED TO TRAP RADIOACTIVE FISSION PROJECTS FROM THE EXHAUST ON DEMAND BEFORE FLARING THE SCRUBBED HYDROGEN IN THE ATMOSPHERE. THE PURPOSE OF THIS PROJECT IS TO PERFORM TECHNOLOGY DEVELOPMENT THAT WILL ALLOW A RADIONUCLIDE FILTRATION SYSTEM TO BE SIZED. TO DATE, A SYSTEM THAT CAN REMOVE NTP RADIONUCLIDES FROM HYDROGEN GAS EXHAUST HAS ONLY BEEN IMPLEMENTED ONCE. IN 1971, THE NUCLEAR FURNACE 1 (NF-1) EFFLUENT CAPTURE SYSTEM (ECS) DEMONSTRATED THE POTENTIAL FOR AN ACTIVATED CHARCOAL FILTER TO TRAP RADIONUCLIDES FROM NTP EXHAUST. THE RESULTS FROM THE NF-1 PROJECT INDICATE THAT BETWEEN ABOUT 60% TO 99.99% OF RADIONUCLIDES WERE CAPTURED BUT INCONSISTENCIES IN THE NF-1 TEST RESULTS PREVENT THE ADSORPTION MODEL USED TO SIZE THE ECS FROM BEING APPLIED TOWARDS THE DESIGN OF THE COOL-DOWN MODE RRAADS. DURING THIS TECHNOLOGY DEVELOPMENT PROJECT A RADIONUCLIDE ADSORPTION DEMONSTRATION SYSTEM (RADS) WILL BE CONSTRUCTED AND TESTED TO VALIDATE THE ADSORPTION MODEL WHICH WILL BE USED TO DESIGN THE ON-DEMAND RADIONUCLIDE CONTAINMENT SYSTEM THAT WILL BE REQUIRED FOR FUTURE NTP ENGINE TESTING.

NTP EFFLUENT TREATMENT IS NECESSARY TO ENSURE COMPLIANCE WITH ENVIRONMENTAL AND SAFETY STANDARDS ASSOCIATED WITH ANY POTENTIAL RELEASE OF RADIOACTIVE SPECIES. IN SUPPORT OF NTP TEST PLANNING ACTIVITIES, REVIEWS OF HISTORICAL DOCUMENTATION REGARDING NTP EFFLUENT TREATMENT, AS WELL AS RECENT DEVELOPMENTS IN OFFGAS TREATMENT SHOULD BE CONDUCTED. HOWEVER A CLEAR UNDERSTANDING OF THE STATE OF THE ART OF EFFLUENT TECHNOLOGIES IS REQUIRED, SO THAT THE SAFEST AND MOST OPTIMAL DECISION MAKING WILL RESULT. SEMINAL PAPERS IN THIS FIELD SHOULD BE REVIEWED AND USED TO ESTABLISH A BASELINE FOR EFFLUENT TREATMENT APPROACHES. 2.REVIEW OF EFFLUENT TREATMENT APPROACHES IN RELATED FIELDS: A REVIEW OF RELEVANT SYSTEMS AS DEVELOPED FOR OTHER RADIOACTIVE EFFLUENT TREATMENT APPLICATIONS SHOULD BE CONDUCTED. STENNIS SPACE CENTER BACKGROUND THE PROJECT DIRECTORATE (PD) AT NASA S JOHN C. STENNIS SPACE CENTER (SSC) IS RESPONSIBLE FOR THE OVERSIGHT AND MANAGEMENT OF ALL PROPULSION TEST PROJECTS AS WELL AS THE PROGRAM ACTIVITIES OF THE APPLIED SCIENCE AND TECHNOLOGY PROJECT OFFICE (ASTPO). PROJECT SUCCESS, THE CENTER-WIDE OBJECTIVE, REQUIRES A FOCUSED APPROACH DEVOTED TO IDENTIFYING REQUIREMENTS, MEETING OBJECTIVES AND ACHIEVING SPECIFIC GOALS AS OUTLINED IN ALL PROGRAMS/PROJECT PLANS. VARIOUS PROJECT PLANNING AND CONTROL (PP&C) FUNCTIONS ARE NECESSARY TO MEET THESE GOALS AND OBJECTIVES, BOTH AT THE INDIVIDUAL PROJECT LEVELS AND AT THE INTEGRATED DIRECTORATE LEVEL. THE PP&C SUPPORT TO BE PROVIDED BOTH DIRECTLY TO THE PROJECT MANAGERS, AND THE PP&C MANAGER, ENCOMPASSES A RANGE OF ANALYSIS ACTIVITIES ACROSS THE FOLLOWING REPRESENTATIVE CATEGORIES. THIS WOULD ALSO INCLUDE SIMILAR SUPPORT TO THE ENGINEERING AND TEST DIRECTORATE AS NECESSARY. TASKS:1.PROVIDE A HIGH-LEVEL REVIEW AND ANALYSIS OF STRATEGIC PROGRAM REQUIREMENTS, RELATING TO LONG-RANGE IMPLEMENTATION AND PLANNING FOR SSC MISSION PROJECTS, INCLUDING ANALYSIS OF PROJECT MILESTONES/ACTIVITIES AND THEIR INTERACTIVITY WITH OTHER CENTER TASKS TO ASSIST IN PROJECT CONFLICT AVOIDANCE AND MITIGATION. 2.PROVIDE TECHNICAL REVIEWS, ANALYSES, AND HISTORICAL ANALOGS TO DEVELOPING NASA PROGRAMS AND CORRESPONDING REQUIREMENTS TO DETERMINE STRATEGIC IMPLICATIONS AND DEMAND FOR SSC CORE COMPETENCIES, FACILITY INFRASTRUCTURE AND CONCEPTS OF OPERATION. 3.PROVIDE REVIEW AND ANALYSIS OF A BROAD BASE OF HISTORICAL DATA AND CURRENT TRENDS TO RESOLVE COMPLEX PROBLEMS OF PREDICTION AND FORECAST WHICH RESULT FROM UNCERTAINTIES, CHANGES OR DELAYS IN ONGOING PROJECTS. CONDUCT ONGOING REVIEWS AND ANALYSES OF THE RELATIONSHIP BETWEEN PROJECT/PROGRAMS AND ANTICIPATED FUNDING LEVELS, INCLUDING THE FORECASTING OF SHORTFALLS AND ACTIONS NECESSARY TO ACCOMMODATE PROJECT CHANGES. THIS INCLUDES A REVIEW AND ANALYSIS OF PROJECT BASELINES AND SCHEDULES, WITH ANALYSIS OF CAUSE, IMPACT AND ANY CORRECTIVE ACTIONS FOR SIGNIFICANT VARIANCES.5.CONDUCT IMPACT AND RISK ANALYSIS ASSOCIATED WITH PROJECTED CHANGES IN PROJECT/PROGRAM CONTENT, CONCEPTS OF OPERATION AND FUNDING PROFILES AND EFFECTS ON SSC'S BUSINESS BASE.6.IDENTIFY CRITERIA AND RECOMMEND SUCCESS GOALS THAT MEASURE AND/OR PREDICT THE ATTAINMENT OF PROGRAM ORGANIZATIONAL OBJECTIVES. THESE CRITERIA CONTRIBUTE DIRECTLY TO THE IMPROVEMENT OF PRODUCTIVITY, EFFECTIVENESS AND EFFICIENCY IN PROJECT/PROGRAM OPERATION. 7.MAINTAIN FAMILIRITY AND WORK WITHIN THE CENTER AND DIRECTORATE SYSTEMS TO PROVIDE AND RETRIEVE DATA THAT FACILITATES ANALYSIS IN ALIGNMENT WITH THE NEEDS AND OBJECTIVES OF THE PROJECT DIRECTORATE. TASK #3 PERFORM A HIGH LEVEL REVIEW OF HISTORICAL DATA AND DO ANY REQUIRED RESEARCH NECESSARY TO IDENTIFY AREAS WHERE IMPROVEMENTS IN FLUID CONSERVATION AND ENERGY CONSUMPTION COULD BE SUBSTANTIALLY REDUCED. IDENTIFY NEW TECHNOLOGIES THAT MAY BE APPLIED TO REDUCE FLUID CONSUMPTION AND REDUCE SYSTEM OPERATING/MAINTENANCE COSTS.
